The Quaid Concept of Pakistan *************************** Dr Majid Nizami

Man is undoubtedly mortal, but the Quaid-i-Azam’s departure from the world such a short time after the establishment of Pakistan proved to be an irreparable loss for the nation. Though the political leaders he trained managed to conduct the affairs of the state fairly well, the large vacuum created by his death could not be, and has not been filled until now. The Quaid left us for good at the most critical juncture of our national life with multifarious problems staring us in the face. The situation had been aggravated by the rehabilitation of the hundreds and thousands of plundered and wounded refugees and by the refusal of India to hand over our share of economic and defence assets. Due to these and similar issues, the government could not focus on the task of constitution-making in the beginning. At long last, the 1956 constitution was framed, but the political conspiracies had reached their peak by then. Taking advantage of the situation, General Muhammad Ayub Khan with his own political ambitions, imposed the first martial law in the country. Thenceforward started an era of mischance and misfortune during which the seeds of the separation of East Pakistan were sown. One can now proclaim without being guilty of exaggeration, that the Quaid’s Pakistan was stripped of its democratic identity the moment the army came into power. The Quaid-i-Azam couldn’t even have imagined that the state of his own creation would one day be ruled over by the army.
The father of the nation believed in the supremacy of the Parliament. He was fully aware of the importance of the Pakistan Army and credited them with the status of the protectors of the honour and dignity of the nation. Seeing through the political ambitions of General Gracy, the first Commander-in-Chief of Pakistan and Muhammad Ayub Khan, deployed in East Pakistan as brigadier at the time, the Quaid-i-Azam ascertained the role of the army in Pakistan.
    Addressing the officers of the Staff College, Quetta on June 14, 1948, he exhorted them to understand the true spirit of their oath. He said,
“I am persuaded to say this, because during my talks with one or two very high-ranking officers, I discovered that they did not know the implications of the oath taken by the troops of Pakistan. Of course, an oath is only a matter of form; what is more important is the true spirit and heart. But it is an important form and I would like to take the opportunity of refreshing your memory by reading the prescribed oath to you.
    ‘I solemnly affirm, in the presence of Almighty God, that I owe allegiance to the Constitution of the Dominion of Pakistan and that I will, as in duty bound, honestly and faithfully serve in the Dominion of the Pakistan Forces and go within the terms of my enrolment wherever I may be ordered by air, land or sea, and that I will observe and obey all commands of any officer set over me.’”
Unfortunately, the capitalists, the feudalists and the civil and military bureaucracy dominated the country, which gave rise to all the evils that the Quaid-i-Azam had crusaded against in order to gain Pakistan. The frequent interruption and intrusion by the Army in the governments and politics derailed the country from the track of democracy, which resulted in the fall of East Pakistan. If the officers of the Pakistan Army had understood the true spirit of their oath, the nation would not have had to be confronted with such serious misfortune.
Alongside belief in the supremacy of the Parliament, the Quaid-i-Azam believed in the supremacy of the principle of equality. As such, the economic system of Pakistan was built on the basis of the immortal principles of Islam – the principles that enabled slaves to be enthroned. At a Muslim League session in April 1942, the Quaid-i-Azam sought to assure the poor that his heart had always been with them and for them, and that as time went by, they would come to realize more and more fully that he was their servant. He remarked that if he succeeded in raising their standard of living and improving their economic conditions, he would be overjoyed and would accept that he had been amply rewarded. They (the Quaid and the Muslims), demanded Pakistan and wanted to have a government of their own. With irony, he asked them what use was the government that couldn’t ensure the equality of manhood and failed to provide the poor with the necessities of life. To strive for the welfare and betterment of the poor was the goal of their struggle, he said.
Pakistan was not gained for being plundered by the rich, the capitalists, the feudalists and the landlords. The country came into being through the sacrifices of the poor. It was a country of the poor, and it was they who had the right to rule over it. It was thought that every Pakistani’s standard of living would be raised and differences between rich and poor would disappear altogether. The father of the nation had never fancied Pakistan would demean itself to such an extent that its rulers would pawn away its sovereignty and honour for their own interests under the garb of friendship with super powers, take the foreign lords’ dictation on the matters of utmost national importance, and try to find excuses to cover up the real purpose of their heinous crimes. The Quaid-i-Azam observed that Pakistan would never hesitate to come to the rescue of the oppressed and down-trodden nations of the world and provide them with its moral and material support. In his message to the nation and other Islamic states on the occasion of Eid-ul-Fitr on August 6, 1948, the Quaid-i-Azam remarked,
“The drama of power politics that is being staged in Palestine, Indonesia and Kashmir should serve as an eye opener to us. It is only by putting up a united front that we can make our voice felt in the counsels of the world.”
And yet, to this day, the inhuman treatment of the people of occupied Kashmir is a matter of routine with the Indian army. The occupying army has now started using rape as a weapon. Furthermore, our neighboring state is attempting to weaken Pakistan by carrying out a well thought-out plan in violation of the Indus Waters Treaty that will turn Pakistan into a desert by building more than 62 dams and water reservoirs on the rivers falling under our share as per the treaty. As is obvious, there are more ways than one to fight existential wars and India is well ahead of us in the game.
The only way to vindicate ourselves in the Quaid-i-Azam’s eyes is to devote all our energies to transform Pakistan into an Islamic, welfare, democratic and parliamentary state precisely in conformity with his aspirations. If providence had granted him life for a few more years, we might not have had to face the problems we are faced with now. In his life, the civil and military bureaucracy would not have dared to interfere in the democratic institutions and political system and nor would undue delay have been made in the compilation of the constitution. As he was a symbol of unity and solidarity, the gulf of differences among different strata of society in the country might not have appeared. After the tragic death of the Quaid-i-Azam, his successor Liaquat Ali Khan was also assassinated, and the Muslim League fell victim to internal division. We must thank God for granting us a mediocre democracy and an elected Parliament. The elected representatives of the people are trying to pull the country out of the ever-worsening crisis created by the defective policies of the era of dictatorship. The only way out is to adopt the virtues of faith, unity and discipline and make Pakistan a true picture of the Quaid-i-Azam’s teachings.

Dangers of nuclear discrimination------------------------Munir Akram

A NUCLEAR South Asia became a more dangerous place when the Bush administration ‘de-hyphenated’ policy towards India and Pakistan. India was favoured with civilian nuclear cooperation and membership of the Nuclear Suppliers Group, while leaving Pakistan out in the cold. It was encouraged to build itself up as China’s Asian rival. Not surprisingly, this strategic discrimination led to an intensification of the nuclear and conventional arms race in South Asia.
Some Western analysts have proposed quick fixes to undo the consequences. Mark Fitzgerald of the London-based International Institute of Strategic Studies recently proposed that Pakistan be treated, like India, as a ‘normal nuclear state’ and offered civilian nuclear cooperation and membership of the Nuclear Suppliers Group in exchange for signing the Comprehensive Test Ban Treaty (CTBT) and stopping fissile material production.
In an opinion piece in this paper, Michael Krepon of the Stimson Centre in Washington pointed out, rightly, that most Pakistanis do not believe that such ‘normal’ status will advance national security or address the underlying reasons for Pakistan’s ‘nuclear build-up’. This would certainly be the case if India is not required to simultaneously sign the CTBT and halt fissile material production.
The new Washington assertion is that ‘the biggest existentialist threat to Pakistan at present — is violent extremist groups, not India’. While terrorist groups have destabilised Pakistan, they do not pose an ‘existential’ threat. Pakistan’s nuclear assets are not likely to be turned against (its own) civil and military authority. The terrorists do not have the military capability to capture these assets. As Fitzgerald has noted, Pakistan’s security measures to protect its nuclear assets — against internal and external threats — are among the best in the world.
In any case, no terrorist group has the technological capability to actually use nuclear weapons and their delivery systems. The best they could do is explode a ‘dirty bomb’ whose destructive force would be smaller than that of a ‘Daisy Cutter’.
If the danger of a terrorist takeover is a precondition for ‘normal nuclear’ status in South Asia, questions should be raised about India’s nuclear arsenal which is held under loose civilian control.
Pakistan should be admitted to the Nuclear Suppliers Group to secure its full cooperation on safety and security and non-proliferation issues. This would be a prudent step which acknowledges that Pakistan possesses the full nuclear fuel cycle and that its cooperation is essential to broaden and eventually universalise the non-proliferation and safety objectives of the Suppliers Group and the international community.
But the Suppliers Group has no leverage with Pakistan to ask it to accept unequal preconditions to be treated as a ‘normal’ state. Pakistan already has robust civilian nuclear cooperation with China. It is not likely to obtain similar cooperation, for political and financial reasons, from others, even if it joins the Suppliers Group.
Another argument frequently advanced to restrain Pakistan’s response to India’s build-up is that New Delhi will out-compete Pakistan and therefore it should seek security by normalising relations with India. This prescription begs the question.
For more than 60 years, normalisation has not happened largely because India has resisted equitable solutions to disputes, especially Kashmir, and pursued a conventional and nuclear military build-up which is justified by its rivalry with China but is mostly deployed against Pakistan. It is strange that while Pakistan is asked to ‘normalise’ relations with India and refrain from competing with it, the latter is deemed justified, and openly encouraged, to arm against China.
America’s strategic tilt towards India has blurred its vision of the real danger in South Asia. India’s conventional and nuclear build-up, its war-fighting doctrine Cold Start and its refusal to address the volatile Kashmir dispute, have combined to create an ever-present possibility of a nuclear confrontation with Pakistan.
As history attests, India-Pakistan crises can erupt suddenly. A crisis could be sparked by suppression in Kashmir, a terrorist incident in India or new competition in Afghanistan.
Instead of addressing this danger, Western capitals focus on ways to contain Pakistan’s efforts to deter India — witness the opposition to its tactical missile deployment — and project the threat of a ‘terrorist takeover’ in Pakistan as justification for discrimination against it and, worse, for plans to neutralise its nuclear and strategic capabilities.
The path towards ‘nuclear normalcy’ in South Asia is a wide, two-way street. Instead of pressing discriminatory demands on Pakistan, Western governments and think tanks should contemplate what they, and in particular the US as a global power, can do to prevent a nuclear catastrophe in South Asia and promote genuine ‘nuclear normalcy’.
Most importantly, they, as well as Russia and Israel, should restrain India’s arms build-up and stop supplying it with destabilising weapons such as anti-ballistic and intercontinental missiles and technologies as well as nuclear fuel (which will enable India to expand its nuclear arsenal).
Second, the US should encourage India to accept conventional and nuclear CBMS with Pakistan specially the Nuclear Restraint Regime proposed by Pakistan since 1998. Signing the CTBT and a halt in fissile material production could be part of such steps for reciprocal restraint.
Finally, if India’s build-up is indeed thought to be driven by China’s military progress, the US could contribute to South Asian stability by exercising self restraint in its so-called pivot to Asia, stop building alliances around China’s periphery and deploying most of its naval forces in the Asia-Pacfic region, and thus avoid China’s response.

جاوید ہاشمی کی نئی بغاوت؟
ایک بار پھر جاوید ہاشمی نے ثابت کیا ہے کہ واقعی وہ باغی ہے۔ اس نے پھر کہا کہ میں جمہوریت کے لئے نواز شریف کے ساتھ کندھا ملا کے کھڑا ہوں گا۔ آج کل اس کا کندھا بھی اندھا ہو گیا ہے۔ وہ بہت کمزور ہو گئے ہیں۔ مسلم لیگ ن چھوڑ کر تحریک انصاف میں ان کا تجربہ مختلف نہیں رہا۔ عمران، نواز شریف سے بڑا ڈکٹیٹر ہے۔ نواز شریف پھر بھی ایک اچھے دل والا آدمی ہے۔ مروت اور محبت اس میں ہے۔ وہ اپنے ساتھ مہربانی کو یاد رکھنے والا ہے۔ ’’صدر‘‘ زرداری کی طرح یہ فیصلہ اس نے خود کرنا ہوتا ہے کہ کس مہربانی کو یاد رکھنا ہے اور کس کی مہربانی کو یاد رکھنا ہے۔ بہرحال جاوید ہاشمی کے لئے کچھ تحفظات کے باوجود وہ ایک نرم گوشہ رکھتے ہیں۔
کلثوم نواز کی تحریک جو بعد میں تحریک جلا وطنی بن گئی تھی اس میں تہمینہ دولتانہ خواجہ سعد رفیق اور جاوید ہاشمی دل و جان سے ان کے ساتھ تھے۔ ہم بھی کلثوم بی بی کے ساتھ تھے۔ انہوں نے اپنے آپ کو غیرمتوقع طور پر ایک سیاستدان بلکہ لیڈر ثابت کر دیا تھا۔ بڑے میاں صاحب میاں شریف نے بھی اسے شاباش دی تھی۔ فون پر ان سے بات ہوئی تھی۔ کالج میں وہ ہمارے ساتھ تھی۔ شاید کچھ جونیئر ہو مگر اب وہ مجھے کچھ بھول گئی ہیں۔ ورنہ وہ جاوید ہاشمی کے پاس چلی گئی ہوتیں تو وہ تحریک انصاف کی سیاسی بے انصافیوں سے بچ جاتا۔ اس نے ن لیگ چھوڑ کر سیاسی زندگی کی بہت بڑی غلطی کی۔ یہ غلطی میرے بھائی بچے، بہادر اور نظریاتی آدمی عمران کے کزن اور بہنوئی حفیظ اللہ نیازی نے کی۔ یہ زیادتی اس نے اپنے بھائی بہت زبردست انسان انعام اللہ خان نیازی کے ساتھ بھی کی۔ اسے کہیں کا نہ رکھا۔ شکر ہے کہ اب اس کے ایم پی اے بھائی نجیب اللہ خان نیازی نے ن لیگ جائن کر لی ہے۔ نجیب مجھے پسند ہے۔ ان کو اپنے بھائی حفیظ اللہ نیازی کی محبت لے بیٹھی۔ بڑے بھائی دبنگ آدمی سعیداللہ خان نیازی نے اس فیصلہ کی مخالفت کی تھی۔ انعام ن لیگ میں ہوتا تو ممبر اسمبلی ہوتا اور وزیر بھی ہوتا۔ حفیظ عمران کی محبت میں اندھا تھا۔ اس کے ساتھ عمران نے کیا کیا۔ وہ عمران کا محسن ہے۔
عمران کو نواز شریف سے سیکھنا چاہئے کہ گھر کی اور گھر والوں کی طاقت کیسی ہوتی ہے۔ پنجاب کا وزیراعلیٰ پہلے بھی شہباز شریف تھا اور اب بھی ہے۔ یہ نہیں تو یہ بات چودھری شجاعت اینڈکوکوطاقت رشتوں کی سانجھ میں ہے۔ مگر عمران پرلے درجے کا بے وقوف آدمی ہے۔ اس کے امیر کبیر مشیر اس پر حاوی ہیں۔
قومی اسمبلی میں جاوید ہاشمی نے کہہ دیا تھا کہ نواز شریف وزیراعظم ہوا ہے۔ وہ میرا لیڈر تھا اور لیڈر ہے۔ تو اس میں غلط کیا ہے اور غیرسیاسی بات کیا ہے۔ یہ اعلیٰ ظرفی ہے، کشادگی ہے۔ جاوید کی سادہ دلی ہے۔ عمران کو تنگ نظری، تنگ دلی کا مظاہرہ نہیں کرنا چاہئے تھا۔ تحریک انصاف کے بے لگام نوجوانوں نے سوشل میڈیا اور فیس بک پر جو کچھ جاوید ہاشمی کے ساتھ کیا گیا وہ شرمناک ہے۔ خدا کی قسم میں یہ سمجھتا ہوں کہ جاوید ہاشمی عمران سے بڑا لیڈر ہے مگر عمران نے اسے شاہ محمود قریشی سے بھی کمتر سیاستدان بنا دیا ہے جبکہ ’’صدر‘‘ زرداری نے دوسری بار اسے وزیر خارجہ بنا دیا ہوتا تو حنا ربانی کھر اس سے بہتر وزیر خارجہ نہ بن پاتی۔ ایسا تو ن لیگ میں بھی نہ تھا۔ وہاں بھی چودھری نثار کو جاوید پر ترجیح دی گئی مگر یہ نہ تھا جو یہاں ہے۔ آج بھی چودھری نثار نواز شریف سے کم چیز نہیں ہے۔
جب عمران کے غصے کے لپیٹ میں آ کے جاوید ہاشمی نے اپنا بیان واپس لیا تو وہ میرے دل سے اتر گیا۔ میں اس کے ساتھ محبت کرتا تھا۔ اس کی بیٹیوں کو اپنی بیٹی جانتا تھا۔ ایک بیٹی کی شادی میں جاوید ہاشمی کی جیل سے شرکت کو یقینی بنانے میں میرا کردار بھی ہے۔ آج بھی جاوید کو یاد ہو گا کہ ملتان ائر پورٹ سے بھی فون کیا تھا اور کہا تھا کہ جس طرح تم نے کالم میں لکھا تھا اسی طرح پولیس والے مجھے جیل سے شادی ہال میں لے گئے ہیں۔
جاوید ہاشمی ایک باغی ہیں۔ وہ ڈٹ جاتے اور عمران سے کہتے کہ آپ میرے لیڈر ہیں مگر میں نے علامتی بات کی ہے۔ بات ہو گئی ہے۔ اب بات واپس لینا رسوائی ہے۔ مگر جاوید نے بیان واپس لے لیا اور میرے ساتھ اس کی دوستی ختم  ہو گئی۔ اور جاوید ہاشمی کی سیاسی شخصیت کو بھی بہت نقصان پہنچا۔ شاہ محمود قریشی بہت خوش ہیں۔ اب جاوید کو پتہ چلا ہو گا کہ چودھری نثار قریشی سے بہت بڑا آدمی ہے۔ مگر میں آج اعلان کرتا ہوں کہ وہ پھر سے میرے دوست  ہیں اور میں انہیں سلام کرتا ہوں۔ مجھے اس کی پرواہ نہیں کہ جاوید مجھے دوست سمجھتا ہے کہ نہیں۔
جاوید نے کراچی میں تحریک انصاف میں شرکت کے وقت اپنی تقریر میں کہا تھا کہ عمران خان سن لو کے میں باغی ہوں۔ میں نواز شریف سے بغاوت کر سکتا ہوں تو آپ کے ساتھ بھی کر سکتا ہوں۔ ہم اس لمحے کے منتظر ہیں کہ وہ اپنی بات کو سچ کر دکھائے۔ سچ ہے کہ کوئی جماعت اسلامی سے نکل جائے مگر جماعت اس میں سے نہیں نکلتی۔ یہ حال نواز شریف کے ساتھ بھی ہے۔ ممکن ہے کہ ن لیگ چھوڑنے والے کے دل سے ن لیگ بھی نکل جائے۔ مگر جماعت اس میں سے بھی نہیں نکلتی۔ یہ حال نواز شریف کے ساتھ بھی ہے۔ ممکن ہے کہ ن لیگ چھوڑنے والے کے دل سے ن لیگ بھی نکل جائے مگر نواز شریف نہیں نکلتا۔ میں اب بھی سمجھتا ہوں کہ جاوید ہاشمی کو دوبارہ ن لیگ جائن کر لینا چاہئے۔ اس کے لئے خواجہ سعد رفیق نے بہت کوشش کی تھی۔ وہ پھر کوشش کریں۔ کلثوم بھی ساتھ ملائیں۔ اس کوشش میں کلثوم نواز کو بھی شریک ہونا چاہئے۔ اس کار میں تہمینہ دولتانہ کے ساتھ جاوید ہاشمی بھی تھے جو کئی گھنٹے تک پولیس کے لئے عذاب بنی رہی تھی۔ میں نے تہمینہ بی بی سے کہا تھا کہ وہ کلثوم کو سیاست سے الگ نہ ہونے دے مگر…؟ اب کلثوم نواز نے مریم نواز کو سیاست میں لا کے ایک اچھا اقدام کیا ہے۔ ماں نہیں تو بیٹی سہی۔ جب مریم نواز پر تنقید ہوتی ہے تو مجھے اچھا نہیں لگتا۔ جبکہ آج تک اس بیٹی کے ساتھ ملاقات نہیں ہو سکی۔ اسے بھی میرے خلاف کسی نے بھڑکا دیا ہے۔ جیسے نواز شریف کو خوشامدی کالم نگاروں نے بہت جھوٹی باتیں بتا کے بدظن کیا ہے۔ انہیں یقین ہونا چاہئے کہ میں نواز شریف کی طرح کوئی عہدہ کبھی قبول نہیں کروں گا۔ نہ ان سے کبھی کوئی درخواست کروں گا۔ صدر رفیق تارڑ کے گھر انہوں نے مجھے فون پر کہا تھا کہ آپ قربانی والے بہادر آدمی ہو۔ میں نے کہا کہ میں نے آپ کے لئے کچھ نہیں کیا۔ میں جو کرتا ہوں اپنے دل کے لئے کرتا ہوں۔ اپنے اللہ اور اپنے بہادر چیف ایڈیٹر مجاہد صحافت مجید نظامی کے لئے کرتا ہوں۔

Measuring employee happiness is an important part of understanding your company culture, and if people will be engaged in their work. There are a few interesting ways to measure employee happiness.

1. Niko Niko calendar

In agile project management, one of the ways you can measure the success of a project is by using a NikoNiko calendar.
NikoNiko means “smiley” in japanese, and is a way to track the mood of a project.
It’s actually a pretty smart idea. Each day, employees put a sticker on a calendar to see how they are progressing.
Instead of measuring features completed, the project manager will look at the mood of the team.
If things are going well, everyone should say they are happy, whereas if things are going poorly, you would expect to see sad faces.
Instead of using this in a project management setting, use it to gauge the happiness level of your employees.

2. Net Promoter Score

The Net Promoter Score (NPS) is originally a customer service tool.
The way it works, is you ask a customer a simple question: “On a scale from 1-10, how likely are you to recommend our product/service to a friend?”
Scores 6 or lower are known as detractors, 6-8 are known as neutral, and 8-10 are known as promoters.
To get your score, you take the number of promoters, minus the number of detractors, and divide by the total number of answers.
In product management, it’s the best way to know if your product is actually good, because the theory is, if someone is willing to recommend your product to a friend, then they actually like it.
Instead of using it for customer service, use it to gauge how employees really feel about your company. Feel free to use this template.

3. Gallup Q12 Survey

After years of research, Gallup found that instead of asking lengthy, 100 question surveys, these 12 questions are really the only ones that matter, and are the best determinators of happiness at work.
Q1 – I know what is expected of me at work.
Q2 – I have the materials and equipment I need to do my work right.
Q3 – At work, I have the opportunity to do what I do best every day.
Q4 – In the last seven days, I have received recognition or praise for doing good work.
Q5 – My supervisor, or someone at work, seems to care about me as a person.
Q6 – There is someone at work who encourages my development.
Q7 – At work, my opinions seem to count.
Q8 – The mission or purpose of my company makes me feel my job is important.
Q9 – My associates or fellow employees are committed to doing quality work.
Q10 – I have a best friend at work.
Q11 – In the last six months, someone at work has talked to me about my progress.
Q12 – This last year, I have had opportunities at work to learn and grow.
I’d like to leave you with one final story, about understanding how to look at life. This is a very important life lesson, so read this carefully…
A teacher cleared off his desk and placed on top of it a few items. One of the items was an empty mason jar. He proceeded to fill up the jar with golf balls until he could fit no more. He looked at the classroom and asked his students if they agree that the jar is full. Every student agreed that the jar was indeed full.
The teacher then picked up a box of small pebbles and poured them into the jar with the golf balls. The pebbles filled all of the openings in between the golf balls. He asked the students if the jar was full. Once again, they agreed.
Now the teacher picked up a bag of sand and poured it into the mason jar. The sand filled in all of the empty space left between the golf balls and pebbles. He asked the class again if the jar was full. The students agreed it was technically full.
Finally, the teacher pulled out two beers from under his desk and poured both of them into the jar filling the empty space between the sand. Now the students began to laugh wondering how far this was going.
The teacher waited until the laughter stopped. “I want you to recognize that this jar represents your life,” he started. “The golf balls represent the important things. Your family, children, health, friends, and passions. If everything else was lost and only they remained, your life would still be full.
The pebbles represent the other things in life that matter, such as your job, house and car. The sand—that is everything else. The small stuff. If you put the sand in first, there is no room for the pebbles or golf balls.
The same goes for life. If you spend all of your time and energy on the small stuff, you will never have room for the things that are most important. Pay attention to the important things in your life.
